Grievance Redressal Mechanisms in Local Self-Government Institutions
1. Local Self Government Ombudsman A high-level judicial body established to investigate complaints regarding corruption, irregularities, abuse of power, or dereliction of duty by elected representatives or officials of local self-government institutions. The Ombudsman is headed by a person holding the rank of a High Court Judge.
2. Local Self Government Tribunal A specialized judicial forum to file appeals against decisions, orders, license refusals, or building permit cancellations made by Panchayat councils or Secretaries. Its headquarters is located in Thiruvananthapuram.
3. Chief Minister's Portal (CMO Portal) An online platform allowing citizens to bring delays or difficulties in obtaining Panchayat services directly to the attention of the Chief Minister. Officials are bound to resolve these grievances within a specified timeframe.
4. K-SMART Citizen Portal An online single-window system developed by the Local Self-Government Department (LSGD). Citizens can submit complaints regarding local body services and track their application status online without visiting the Panchayat office in person.
5. Vigilance and Anti-Corruption Bureau (VACB) A specialized department to report cases involving demands for bribes, financial fraud, or misuse of government funds occurring within Panchayat offices. Complaints can be lodged directly with the Vigilance and Anti-Corruption Bureau.
